Rats nest/Vacuum advance question

Rats nest/Vacuum advance question
The tutorial says to connect the vacuum advance to the second nipple from the left on the carb, but my vacuum gauge says this nipple never has any vacuum, even when I pull the throttle cable.
What's the deal?
