I have very little doubt in my mind that a large streetported 13B with a 7" Camden supercharger running 8-9 pounds of boost and a boost prepped carb will hit that mark.
My motor, when new, made ~215 flywheel horsepower. That's N/A and only a mild streetport. Going by the rule of thumb that 1 PSi of forced induction boost is roughly 8 wheel horsepower (on a properly tuned motor); that would mean 9PSi would make ~72 wheel horsepower. Given 20% drivetrain lose, ~215 flywheel horsepower is ~172 wheel horsepower. 172 + 72 = 244, and if that is not close enough to 250whp; you can go with a large streetport and pretty easily hit the 250 whp mark.
Now, that is all on paper, which does not mean it would actually be truth. What we need is someone to step up and actually try it. I'd love to be the first to try it, but, alas, I am broke. DAVID GRIMES, however, is supposedly trying this setup. I don't know if he is going with a large streetport or not, but I am anticipating his results.
...Or, you can be a sheep and slap on a turbo...

Read the thread on building a 12a turbo... You're going to have a fun time building the engine to sutain 250 hp, no doubt, but its expensive and time consuming. It will be unreliable with just "strapping on a turbo" and ignoring these essential upgrades (all in this thread):
https://www.rx7club.com/1st-gen-archive-71/engine-how-build-high-output-12a-turbo-without-blowing-up-your-motor-380353/
You may also consider buying a 13b 4 port, street porting it, putting NA rotors in it, and putting Racing Beat intake manifold and exhaust headers with a carburetor (cheapest way, EFI if you wanna spend more money). Those make around 230.

shm21284 - that sounds like my setup. It's great man.
Freak - that setup I have or something similar to it will put you in your seat. It won't hold you there but it's fast. I hate driving the Honda when I have to it's the worst feeling I've ever had going from the Mazda to the Honda.

Edit- YapaKanichi is correct. With this setup, it is quick enough to push you into the seat and do great burnouts/donuts, but it isn't "OH SNAP!" fast. Heh. It's great for daily driving, though. I think you'd be very happy with a similar set-up.
