the possible problems with my car
first thing - white stuff is in the oil cap and tube... is that normal or no, plus a bit of water is too
second thing - the steering box... too much free movement, so how do i tighten it or how much would it cost to get a new steering box or have one refurbished (if its even possible)
any suggestions or tips would be great =)

The condensation has to do with PVC. The steering play could be from bushings to tie rods.

Well, first and foremost, the white stuff (lung butter, somebody here called it!) is fixable - the water is not so good.
For 'white-stuff' in the oil filler tube, you need to vent your oil system to the intake system vacuum so that you're pulling out the oil and condensation vapor that forms there. The 'white-stuff' is actually an emulsion of engine oil vapor that's mixed with water that forms at the top of your filler tube - that is the coolest part of the oil system and it forms here through distillation. Run a vacuum line through a filter or one-way valve to any vacuum source on your intake side, and it will remove this vapor from the system and get rid of your lung-butter problem (!). FYI - it's not harmful, just kind of disgusting...
On the water in the oil thing - this is likely a contributing factor to the lung-butter issue, above. Water in the oil is not a good thing because it's usually due to a water jacket O-ring leak that's letting coolant get into the oil system. When this happens, you can expect to find water in the oil, as you've described, and also oil in the radiator - take a peek and report back.
Unfortunately, the only fix to this is an engine rebuild. You may notice that you seem to be losing coolant from time to time and your car isn't 'steaming' from the exhaust with a sweet smell - a sure sign of coolant getting past the water jacket and into the combustion chambers...
Steering box issue - easily fixed with some minor tools and a little bit of information. Have a look at the 1st Gen FAQ and you can find some leads on how to do this, or run a search on "Steering Box". Most of the time an adjustment will do the trick, which is both easy, fast, and cost-effective.
