Are you in United States or Europe? The SA vin #s in this country change to FB starting with 1981 model year, while overseas they remain SA.

So if I understand you,you have no headlights at all?
When you pull the lever back and the headlamps light up,that is the pass to flash feature.

It sounds likely the contacts in the headlight switch are dirty or corroded, this happens sometimes with these old cars. They can be cleaned by removing the switch and carefully disassembling it. There are contacts and small springs in the switch.
I recommend a well lit area, working on a light colored towel is a good idea,if any parts jump out they will be caught on towel instead of bouncing out of sight.
If lightly oxidized, the contacts can be cleaned with a rubber eraser like on opposite end of a pencil. If pitted or corroded, contacts can be cleaned with light grade of sandpaper. Reassemble switch with a light coating of grease. I use fishing reel grease.

Before taking switch apart, remove one of the headlights and plug in a known good or new headlight and try turning lights on and see how if they work.
It sounds as if the switch may be your problem.

Post back your results to help future readers of your thread.

That's the correct answer of your question.
Here are

the pics of the switch contact you wil have to open and clean. You can also change the rear lamps to LED lamps and the switch will even hold longer without cleaning.
