Nikki Secondaries Won't Open?

Nikki Secondaries Won't Open?
Some background info first: someone who had the car before me stripped the carb and did a bit of a wack job, so I'm not even sure my starting point was correct. With that said, it ran fine for quite a while until it developed a habit of flooding after starting unless I knocked it about first. I decided to rebuild it and found that a float had gotten waaaay out and likely binding somewhere, fixed it, replaced some gaskets, and added a missing weight to the AP circuit (the thinner, longer weight).
It now starts like normal with no flooding. But, the secondaries no longer open. I can run the engine to redline while staring down the barrels and the secondaries will not budge, as though there's no vacuum. I can open them manually and the engine takes off, so I know fuel is good and that they aren't stuck. I double checked the vacuum diaphragm (not replaced since my kit didn't have one) and it isn't torn and works fine off the car.
I'm going to try replacing the plugs since I read that may be a problem in the ignition and they are fouled to hell and back from all the flooding, but I'm not hopeful since I don't think the secondary butterflies are opening at all. They should open at high RPMs regardless of whether the car is in motion, right?
Anyway, I don't know if I've hooked everything back up right, though it looks like it, so I'm including some pictures of what I've got and I'd appreciate it greatly if someone would take a picture of their linkages so I can match it.
If all else fails, I'll have to find the time to go mechanical. I've got a bunch of threads bookmarked with info scattered between them. There's no step-by-step guide I've somehow missed is there? A lot of the links are dead...

check the gasket under the air horn, its almosst symmetrical except for one hole that provides vacuum for secondaries.
when i rebuilt my carb i had the gasket upside down and blocked the hole off.

Block the front wheels and jack up rear axle put on jackstands. Have a observer safely at the side,watch secondaries or vacuum secondary actuator as you run it in 2nd or 3rd gear above 4000 rpm. slowly apply your parking brake to load the engine and increase throttle as it begins to bog . Secondaries should move and or open. dont do this for a long time (More than a minute or two) or you will begin to cook your park brake. This has worked for me.
