I'm pretty sure. They consist of low grade stainless that is very thinwall on the outside and an inner soft steel pipe about 1 3/4" of medium wall thickness.
Nothing on the muffler itself is thickwall. They come from Italy and the pipe is .063" medium wall thickness on the input side of the muffler. Only the center section and header are thickwall .120".

I still have the two tips I cut off. They're just sitting here. They are definitely stainless. Infact as I cut them, one was a little longer than the other so I trimed it down to match the other. It left a 1/4" piece so I wanted to see whether it really was stainless or just chrome plated so I left it out in the rain for several months.
It developed a little bit of tiny rust spots which could have simply been the splatter left over from the cutting process because I used a cut-off box which is a giant abrasive disc and resembles a miter saw (for those who took woodshop). It sends a shower of sparks as it cuts. I'm sure some of the mild steel of the inner pipe got on the stainless outer pipe and then rusted out in the rain.
Or perhaps the tips are a low grade of stainless (like what's used in Magnaflow mufflers lol like 409 or whatever) and the rust I saw was a natural product of the intense heat introduced into the metal during the cutting process, which is many times higher than it would ever experience as a muffler tip, even on a rotary.
Either way, I'm sure the new style straight cut rolled tips with the inner pipes will look good for many years and should not rust on you under normal useage. Being stainless, as I suspect it is, you should be able to keep them looking nice for decades with proper care.
