I would very highly doubt it. Not Mazda North America for sure.

No. The only option is to buy a second hand 12AT. Some specific spare parts are available at specialists, some of the rotors were around 2 years ago, otherwise you have to use 12A parts where they fit.

Based on buying a new 13BT engine, the cost would be substantial if any are found still wrapped in their original protective plastic coat.

Oh yeah, click on the "Used Engines" and you will see a 12a turbo about 4 engines down.

only thing is about a month ago i inquired about the 12AT cause he wanted $800 bucks. So when i emailed him about it and then checked online about to order it the price magically went up to $1200. Now i could be wrong maybe he sold some and then there was one left so he raised the price. Anyhow i have since changed my mind and probably go with the TII conversion.

The problem with a secondhand 12AT is that it will be over 20 years old and will need a major rebuild if it is to be used in any performance situation It only produces 136 SAE bhp less than a 12A with basic bolt-on modifications. Thus you are up for the original cost, a rebuild, a new turbo, a new computer, and an intercooler, plus the usual costs of going efi. The end cost will be way higher than getting a late model 13BT. Remember the engine purchase cost itself is only about 25-35% of the total transplant cost.

If your 12A is in good condition, a comprimise is just adding a Weber carb and gen2 turbo for an economical boost in power. If your budget will stand it add a seconhand front mounted IC. Keeping the boost down to 6-7 should ensure the engine keeps in one piece.
Thus should give you around 180hp at the flywheel which the box and clutch can handle.

Re the remark about Rotaryshack, remember the 12AT is in very short supply and a secondhand one can vary from $600-1500 depending on condition. Thus the price of the one in stock at any time can vary. In contrast the 13BT is more common and prices tend to be fixed according to the version.
