Low oil pressure after engine swap

So im in the end stages of my 88 swap and i've run into a problem with the oil pressure. i havent oil in the engine for awhile so i puta new oil filter ( Napa Gold) and 4 quarts of Royal Purple, I pulled the plug wires and and turned the engine over and the its not building up any pressure.
The gauge looked like it move ever so slightly but not enough, so I loosened the oil filter and oil came out when loosened the filter so i know that there is oil flowing but is it enough?
So what i am asking is should i procced forward or start pullin **** back apart?

PS i checked the oil gauge by grounding it out it is good! also the sender wire was hooked up to the sender.

You'll never be able to turn the engine over fast enough by hand to build up any noticable oil pressure. It's flowing, so continue on your quest.

Dude you answered your own question. You only put in 4 quarts?

BTW, You should have 6.1 quarts of oil in your pan.
