looking at an 82, few questions on issues

As the title said, I'm looking at an 82, I've owned an 81 awhile ago but it was too rusted to do anything with in the end.
I've got the owner pulling the storage bins and taking pics, and the underside of the car, and a few other places.
He says the fuel pump is cutting out, I've also got him getting a video of the car starting and running, but my biggest thing is what would be causing the pump to be cutting out/shutting off? Where should I be checking?

May not be the pump. If the fuel tank is gunked up then it would make the car run rough or stall right out. Esp a prob if the car sat for any length of time with low-fuel, giving the tank a chance to start to rust and shed into the fuel,plugging the fuel lines. Might be nice to know how long it has sat and under what conditions. If this is the case then only recourse is pull tank,get it chem dunked at a rad shop (or try yourself, there are kits for this, but Rad shop quick and easy) then maybe something to reline the tank, like POR-15 fuel tank kit, so it seals up the innards from repeating the process…
or
pump IS bad, in which case, easy replacement. Check how clean the fuel filter is!! $3 swap out could solve everything….

Body looks to be in good shape, and has a racing beat intake and I'm assuming holly carb.
I'm far from a rotary guru but I've always wanted one and really wanted to have my 81 on the road but the rust was just too much.

Theres still rust lurking below that paint. I would offer him 800 for it and see where it goes.
