Leaking acv block off?

Leaking acv block off?
So my car is back home and I'm home for thanksgiving so of course I went to take it for a drive. Got it idling consistent (cold) and smelled some burning rubber smell that I've noticed before but never found the source. Go to the engine bay and notice the fan isn't spinning full speed, I can put my hand on it and it completely stops turning. This makes sense to me, fan clutch is out. But the burning rubber smell never seems to be coming from the front of the engine. It's always near the beehive and brake booster that the smell is strongest. It also gets stronger in the cabin when I Rev it harder while driving. Can the fan clutch smell that strong on its way out?
While I'm in the engine bay I hear a plop and a sizzle from the other side of the car to where I see a wet spot on the exhaust manifold right above my acv block off plate. I used a mirror to look at the underside of the intake manifold and there's only fuel running on the edge of the acv block off, nowhere else I could see. I didn't think fuel ran through the acv so where is the fuel coming from?
Needless to say I didn't get to drive her. Gonna check the acv tomorrow when the light shows itself.

the fan isn't supposed to spin full speed until the coolant temp is a little higher than normal (91C), its really unlikely that the fan would need to come on this time of year at all.
leaks go down and backwards, so its probably coming from the carb or something. ACV has no gas in it, well just air

And for the fan I agree it shouldn't be on full all the time, but with the car off I can spin it with very little resistance which I thought meant the fan clutch is bad?
