low idle/ wont hold idle when cold

hey guys
on my t2 91 fc ive had an issue where my car will die right after it starts unless i hold it at idle until it begins to approach operating temperature. even after that, it'll still maintain a pretty low idle(4-600). it doesnt hesitate in the high rpms or anything. besides idle and warmup, it runs great. ive tried switching to a walboro 255 fuel pump, changing spark plugs, reading battery voltage, and adjusting the tps(probably unsuccessfully since i could only get it to around 900 ohms), and cleaning the bac with brake cleaner. none of these affected it at all.
any suggestions would be appreciated

if you want to test for a vacuum leak then take brake clean and spray it around the intake and lines and if you spray the leak you'll know when you do

who's to say? the bottom line is you need to find the leak and fix it, and depending on how new/good your hoses are in general, you may want to prevent future leaks by just replacing them all at once.
