Interesting probelm (SE actuator related)
Well I finally decided to see today if my aux port actuators really do work. I put grease on the diaphragm shafts and drove it around, redlining it several times. I came back and popped the hood and the rear diaphragm base had grease transferred onto it, but the front one was still dry. This leads me to conclude that there is a blockage somewhere in the plumbing of the actuator system. Any ideas? Both sleeves have been removed and cleaned and rotate fairly well.

You should be able to see the actuators working while revving the Engine and looking at it. :-)
Manually depress the Actuator and see if it binds up. If it does not then remove it and make sure it is not leaking. You cover the holes on the back side that are feed air and depress the plunger, if it stays depressed it is good, if it does not it is bad.
