im trying to understand why my intake has a plate bolted over an unused portion, its hard to explain....

The car is a 13b carb '79 SA

Most likely to prevent a vacuum leak. Usually stock manifold has ACV removed and block off where emissions testing is no longer a concern.

13b carbed SA?!?

So your car is a 79 or 80 which has had an engine swap from what? a carbed -SE? An Rx4?

Stock the SA came with a carbureted 12a. The only Rx7 to come with a 13b was the '84-'85 GSL-SE, and those had fuel injection. Carbed 13bs were last found in the Rx4 I believe...

Edit: Though if you've got a stock car, the guys are right. The passenger's side of the intake manifold would normally have a valve associated with the Air pump and catalytic converter systems... That pump can be removed and plated where there are no emissions, like here for example.
