Have you read my recent thread about why it's not such a good idea to lap?
You might be better off cleaning the rust and usng the plate. Minor pitting is ok because as the side seals pass by, there is very little time for copression to be lost.
Anoter option is to cut some NPT thread in the rear plate tension bolt hole and install a pipe plug. I had to do that on an R5 with all 19 tension bolt holes when I used a set of GSL-SE rotor housings which lack one tension bolt because of the oil injectors. The NPT plug seemed to work great.

If I take pics of the plate would you mind to chime in?
Im afraid corner seals and side seals migh get caught in the pitting and tear apart.
Also, not sure if it might be inside the oil control rings path.
