The rich fuel mix could contribute to the sputtering, as could the condition of the plugs.
There are so many variables at work here.
The mixture could be closer than the plugs would indicate, but unable to fully burn due the plugs condition.
Since this is a fresh rebuild, there could be oil issues contributing to the black plugs. Noticed any excess oil consumption or smoke?

Well first I'd get some new plugs, or at least try to clean those suckers off. If that doesn't make a difference, you're probably running too rich and I'd try going down a jet size.

Those are new plugs. I have the OMP stuck 1/2 open since I don't have a linkage for it. I don't think there's even a specific linkage for it. There is some smoke when I rev the engine. I guess there's too much oil.

Nah- too much gas in the mix. I'd lean it a bit. However I'd venture to bet you will STILL have a stumble.

Instead of wedging the linkage for the OMP, I'd unhook the sucker and run a premix. Use a ratio of 150:1 to ensure proper oiling.

That being said, no amount of OMP should cause smoking. That is usually caused by worn oil control seals.

Go one size down and test it. Repeat as necessary.
