For the turn signals, probably the turn signal canceler is broken. When you pull of the steering wheel, there should be a plastic circle piece with two pegs sticking out. The pegs go into to the back of the steering wheel. If the pegs or the circular piece is broken, it won't turn with the wheel and won't cancel the turn signals. I had the same problem with mine. You can get a new canceler piece for a little over $3 from the dealer. I can find the part number for it if you would like.

With the horn, I am not sure. It could be the contacts on the horn button, bad fuse, or a bad horn relay.

well i check the signal canceler and it's not broken. But the problem with it is that.. when the pegs are in the steering wheel it will not cancel the signal. When its out and back it will not turn with the steering will but it can cancel the signal..

Did you try pulling the canceler part out to inspect? It just slides right out. It does sound like there is something messed up with it though. Maybe the back part of the canceler is broken causing it to not sit in the right position.

The part number for the canceler is BA29-66-126 (atleast for 84/85 cars)

your steering column is collapsed, you'll find some info if you search - though it's not the greatest. I got about halfway through this job on one of my cars before it got dark out and I searched around before I started for a refresher, but came up mostly empty-handed. I'll come back and post some info here if I find it, or when I write it up after I'm done.

Not trying to hijack the thread, but I've had a problem with the turn signal not turning off, but on mine it's because the steering column pops in and out about 3/4 of an inch. All I have to say is there is a very big man I know who thought the proper way to take off the steering wheel was to place both feet on the floor and pull as hard as you can. You can guess what that resulted in. Anyway, is it possible to fix this, or do I need to start looking for a new column?

That's not a hijack at all, in fact read my first post like it's addressed to you. Sparky said, "when the pegs are in the steering wheel it will not cancel the signal. When its out and back it will not turn with the steering" which makes me think he has the exact problem you do. That problem is a collapsed steering column, and it is fixable. More to come later.
