There's are fusible links on the front left strut tower that handle some of the high current stuff, one of which is the headlight retractors. It's a little brown block screwed to the tower and looks like this:

Edit: here's a thread on updating the links to high current fuses: so you are having troubles finding fusible links for gen 1?? - AusRotary

Edit 2: here's a link to what looks like a US equivalent to the the Narva part in that thread,
Amazon Amazon

The dedicated up/down switch in the center console needs to be in place (down selected) in order for the headlight switch to have any effect. So if you unplugged that or it is compromised, I suppose that could be a cause but that would be weird to have both fail.

The -SE (*84/85 model years) have the manual headlight raise & lower switch on the left binnacle next to the instrument cluster. As stated above, this switch, if disconnected, will cause problems with the headlight detractors operation. Check Fusible Links, consider what you've done to it recently just before this started, and also consider punctuation in your follow-up,...? Good luck,

I have an 83 and the headlight up/down switch (not the actual headlight illumination on/off on the stalk) is located in the center console.

@LongDuck in the message just above yours pointed out the correct location.

This is what they're talking about. On '84 & 85 cars its here, on the left of the gauge cluster. It raises the lights without turning them on, so you can wash them or change a bulb. If this switch is pressed then the lights will always be up. If the wires are removed from the back of the switch it might cause problems raising or lowering the lights.

All fuses good?

I had an issue where they would pop up when set to headlights or with the separate switch but would only go down when combination switch was set to the parking lights.
It turned out to be the TAIL ILLUM fuse. I never checked it because my brake lights worked (though that's the HORN STOP fuse) and my taillights lit up with the headlights.

Let us know what you have tested/tried. Have you looked at the wiring diagram?

Okay one thing I noticed is per the attached picture the 20 amp fuse 3rd from the bottom left side keeps blowing up and breaking I’m being told it’s not grounded somewhere but as untechnical as I am I don’t even know where to start

now i could be wrong but my guess for the 20A 'opener', that probably is the fuel door/rear hatch.

Have you checked the grounds on the light motors/brackets?

Is there a specific fuse under the dash board that also controls the retractable lights ( I already changed the wire fusible links to updated ones)

The motor themselves are only protected by the fuseable link. I've attached the factory wiring diagram. Check the grounds on the retractor motors. Have you ohmed out the fusable link?

Do you have 12V on each side of the fusible link?
Are the grounds good on the headlight motors?
Do you have 12V making it to the headlight motors?
