Something is wrong with the motor. The "up" position is the default. Maybe the motor isn't getting power? I'd check that first.

Default is up ? Where can i check if the motor is getting power ?Would that be near the battery(little brown box) or by the motor itself ?

I`am making notes,so i can fix it when its running again.

Disconnect the connector that goes to the motor and using a test light or voltmeter, verify the voltage is present while you have someone actuate the light switch in the car. Compare your findings with the side that works, and you should get some idea of what's going on. The engine doesn't need to be running to check this. Good luck!

If you disconnect the switch below the cigarette lighter that pops them up and squirts washer fluid on them, the lights will default to the up position. I would check that switch and connector.

I'd do as TOUGHGUY suggested first. If that switch is faulty or not connected right the lights can go up, but won't go down. That switch completes the circuit.

If the light goes up, then the motor is fine. The motor only ever spins one way. The actuator rods do a full circle to get the lights up and then down again.
