Hatch/fuel flap release wiring

Hey, I have a question regarding a strange electrical issue with the rear hatch and fuel flap release in my 1983 FB.
The buttons aren't getting any voltage but the fuse does. The multimeter tells me there is continuity between the fuse and the buttons. But no voltage?
In the wiring diagram there is nothing in between the fuse and the buttons from what I can tell. So that sounds like a broken wire. But then there wouldn't be continuity?

Am I missing something?

The previous owner got rid of the Nikki carb and the "rats nest", so there are clearly some missing electrical components. There are also some disconnected connectors under the dash that don't seem to belong anywhere.

Does anyone have an idea for me where to look?
I'd be thankful for any help

Have you checked your grounds? It may seem simplistic, but I've had it happen to me before. The cars are getting old, and the grounding points are building up corrosion.

Take the wires off the dash switch and jump them together, see if that opened it.
