#1 Clearanced rotors
#2 3 windowed rear stat gear
#3 Balanced rotating assembly
#4 Lightened rotors and rotating assembly
#5 Lightweight flywheel + balancing
#6 Carbon Apex seals if its a long term NA motor and you can afford more frequent rebuilds

They are in order of importance in my opinion.

I don't know if RB or Mazdatrix's websites list the high rpm upgrades or not but the basics are as follows:

Hardened stationary gears, stock on S5 and later engines
3 window bearings, stock on the REW engines and later
Upgraded oil pump, 17.5 mm one from the SE and later engines
Higher pressure rear oil pressure regulator, stock on the REW. The stock one can be modded, how to is in the archives
Clearenced and balanced rotating assembly. RB does this along with clearenceing the bearings.

That covers most of the upgrades for pre-86 engines. There are a couple of other ones for the 86+ ones.

RB sells Stage 2 stationary gears, these are hardened and have the 3 window bearing. The clearencing is actually shaving the edge off where the apex seals seat so the rotors don't bang on the sides of the housings when e-shaft flexes at high rpms. Balancing helps reduce the flex.

To do all of the mods needed for constant high rpm running, the price of a rebuild can easily double.

That is the gay method IMO. The best way is to clearance right down to the rotor land.

Not sure if I follow you that REVHED. Care to go into more detail on that, I'm curious.

Well, from what you were saying it sounds like you were talking about clearancing the area near the corner seal only, which is what some shops do. It's better to machine the whole side of the rotor.
