GSL-SE RPM Question

Hopefully someone can answer this for me......85 GSL-SE bone stock. I'm having a lot of issues with the car right now as to how the engine runs, basically I need to put another engine in very soon...it smokes really heavy at start up, backfires like crazy and has low compression on the rear rotor. My question is though, why do the RPM's dramatically increase at about 3,700. The car doesn't really accelerate well up to about 3700 but then takes off like a rocket! I'm not even sure the six ports work because I have an aftermarket catalytic converter on there and had to cut the flange of the pipe off to fit the new converter. Not sure the six port actuators are getting any exhaust pressure.
