gas pedal

I have been working on a 84 12a for a while now. I rebuilt and ported the motor, brakes, gas lines, I did a lot. The problem I am having is with the pedal. It's really weak, feels like I am stepping on a piece of paper. It does work, the car is driveable but it feels like there should be more there. Is the problem the spring on the pedal? I haven't avoided taking the pedal off, I changed the clutch slave and it's a tight fit but will if need be. The pedal doesn't seem like it has the full motion it should but the butterfly on the carb does open completly, 48 dell. I did search but couldn't find much. Is this the way the pedal is?

U need a throttle return spring on your carb. Dont rely on ur pedal spring
