gas in catalytic converter

So I took my 1984 gsl (12a 1.1) to get a whole new exhaust, and the guy at the shop told me that the catalytic converter was soaked in gasoline. Can any one please tell me what can be causing this? I have been smelling gas fumes inside of car.Thank you

Well some gas will be expelled into the exhaust, but soaked in gas?

Yes and the smell is very strong inside of the car.

I would have to say running rich and/or bad air pump.
