Brake issue?

Whenever i hit the brakes the brake light comes on just as if i were pulling the hand-brake. Also, it feels as though the rear drums are locking up a little. The pedal is still firm. The car is a 1980 RX-7

Low on fluid? Or a leak somewhere perhaps?

Top off the fluid to the maximum and see if the problem changes, I had a similar problem, even though my fluid level was perfect.
