The benefit of cutting the struts in the front is to increase suspension travel without altering ride height or as a way of lowering without compromising current suspension travel. In my case, cutting and rewelding the strut tubes above the spring perch added an extra inch of front suspension travel without impacting ride height, which is a good thing in terms of suspension geometry. It also allowed me to install '81 and up strut inserts.
Either way, cutting and installing shorter struts can have significant benefits for handling, either because of lowering or because of improved travel.

It really depends.
If the car is a SA and had the struts shortened to allow FB struts, then any 81-85 insert should work.
Spring-wise it'd be obvious if the car were converted to coil-overs. If that's not the case, stock-sized springs would work. That leaves you with Eibach, Racing Beat, Suspension Techniques, or Whiteline for drop-in aftermarket options.
If something wacky was done, you're going to have to do some hunting on your own to see what exactly was swapped for what.
