Last night i was drving around, and had my headlights up and on. I turned my brights on, then off again, but when i turned them off my headlighs where off, but still up. So tried flipping them down, and now they wont come back up. my brights used to come on if i pulled the thing even if they were down. now they dont come up, at all. i tried the lights switch in the dash and on the stearing colum. the fuse is fine. If i manully put them up, and turn my lights on they stay up, but there is no light, then when i turn my lights off they go down.

The "Headlights" Fusible Link is blown and needs to be replaced. No reading on a voltmeter is going to tell you anything, just replace the Link with a new one.

standing by the battery and looking down at the strut tower, its located to the left side of it (the side of the battery) ... there's 2 cable that are attached on piece of plastic. I can't remeber if it the top one of the bottom one thats for the headlights. They migh look fine but the wire in there might be burnt. So you should pull them and inspect them one at a time
They are the three wires in the brown box, my pop ups have stopped also and I replaced my fuseable link to no avail, checked all plug ins and tested for power all good, just not working. Suspecting the switch at this stage.

Did you replace the Headlight Fusible Link with a new one, or just hook up a voltmeter to the one you've got?
As mentioned above, the Fusible Links will 'test' just fine, but not carry enough current to operate these high-load accessories (headlight retractor motors).
The only way to be sure is to replace the link with a KNOWN GOOD Link, or to shunt across the terminal with 16ga wire (*not recommended unless you're stranded), or to nuke the site from orbit...

I did a write up on cleaning the switch. Had no intention of doing a write up at the time, so unfortunatly no pics, but the instructions should get you through it. Even if that doesn't turn out to be the problem, it probably needs cleaning anyway. Here's the link to the write up:
