Given Chicago its possilbe but I'd think someone would know what the market value.
They do seem to throw money around. Some guy from Chicago just paid $23k for 5 acres near me. Nothing special just a nice piece of wooded land. It was back on tax deed and the next highest bid was $9k.

It's not illegal to have a for sale sign on you car in Chicago but I remember it is illegal to have a for sale sign on your car parked on the side of a city street. I believe if it's on private property or in a paid parking lot then it's fine. Anyway you know if you park that car on street in Chicago when you wake up in the morning there will be at least 3 tickets on the car. No tags, no city sticker and what ever else those bastards will ticket you with. Not only that it will be dented and worthless in a few weeks. When I lived downtown in Printers Row I got tickets all the time for meters and what ever else they spring on you but in Lincoln Square I had no problems because I had a garage.
