coasting valve? (video)

my carb is making a whistling sound.
it seems to be louder when its hot out.
not progressively louder with temp, but either quiet or loud. if its cold or hot out respectively.

the whistle is coming from a tube in my air cleaner that goes to what i believe to be the coasting valve.
its sucking pretty hard too. hehe
if you plug the hole with your finger the engine will bog and die.

i adjusted my idle mix last summer while it was hot, but i dont remember hearing this whistle until it warmed up this year.

i had to set the idle pretty high cause it is running rough. so its at about 1k. the mix is prolly rich i would imagine. i think i removed the anti-afterburn valve or whatever cause it backfires if i let off the gas sharply while in the secondaries.

so heres a little movie to show exactly what im talking about. anyone know whats going on? can i block off whatever this leads to and try resetting my idle?

carb movie 2.8mb

sounds like you've compensated for a big vacuum leak by adjusting the mixture way rich, and when you plug that hole, the engine dies from too much gas . . . plug the hole by fixing the valve and then lean your carb way out until you get it idling well enough to fine tune it with a vacuum gauge.
