clutch fan question

How, for lack of a better word, tight should the clutch fan be when the car is off? I know that a loose fan is bad for cooling but how about a tight fan that u can barely move with your hands, will that make the car run hotter?

If the fan is stuck it will suck air all the time, even when the engine is cold. So your engine doesn't warm up to operating temp quickly, you are wasting power blowing air you don't need and it's noisy - when the hood is up and the engine is running it kind of sounds like you are at an airport (ask me how I know). A new used fan clutch would be a good idea.
