Sounds like you've still got a clogged jet. Could be a clogged fuel filter too.

order a rebuild kit and rebild the carb. clean the float bowls very well and remove and clean all four jets. make sure you replace the accelerator pump and remove and blow out the air bleeds. i do those one at a time. replace the needle and seat as well. check the float level and keep us posted on your progress.

on a side note, i would also replace the plugs with new NGK's and check the cap, rotor, and wires as well.

i found broken green check vavle(vacuum) i replaced it with a vac line with no check valve. it runs way better no more stuttering. its all stock as far as i know. i goes to the plate under the carb. the carb was rebuild two weeks ago . i cleaned all the parts in vat then water mixed with some type of red parts cleaner my dad had. he is a professional mechanic but he dont know much about the rotary. does anybody know wat this green check valve does.

Green/white valve is a delay valve. Not sure what it does but it's function may be listed in the FSM or the carb manual. If you need a replacement. I have some. Those that strip their Nikkis down to the bare minimum remove that valve. When you revved the engine, was it under load? Secondaries are vacuum operated and only open under load unless you've done the mechanical conversion.

Did you check/clean the filter screens under the banjo bolts and the needles/seats?

Correct, under load means under normal driving conditions.
