Unhappy carb or compression? # 2

okay so i went ahead and cleaned the carb out . no rebuild kit just careful cleaning of some sediment. put the carb on and nothing!!! still had to dump gas down the carb and crank the hell out of it to start it. at this point i knew that the worst was feared............. i attached a compression gauge and watched the pops
first rotor 60,60,60
second rotor 20,25,20
so is the motor toast or will the compression come up the more that it is ran? the car had set since 99, but i think the rear rotor is just toast.
when the car is running it smokes like a freight train, oil smoke and by the plugs it appears to be mostly from the rear cylinder.... help!!!

loss of compression is due to wear or mechanial damage, it will not get better on its own

If its been sitting, it could just be stuck seals. Try the ATF/MMO treatment. Leave it in for a week, turn the engine over by hand a few revs everyday. The fact that they are even readings indicates that there isint any damage in the engine. So its either stuck seals (very common, especially if it burns alot of oil) or worn out seals.
