Unhappy CA Emissions

I got my RX smogged a few months ago, it failed the first time, and they did some carb tuning and then it passed, but barely. What I was wondering is, If i put a new intake, an exhaust with free flowing cat, and a new carb, would I fail smog horribly?

Is there anything I can do to reduce emissions?
What about ATF?

you know it's hard to choose, performance VS ca.
i totaly understand what is going through your head.
and it's hard to say that with those mods.you will pass
so all i have done to my 7 is a hi-flow cat. keep in mind
that changing parts at smog time sucks,,,i'm just about
readdy to buy and install a 13bt.i'm not going to under take the project untill i'm certain that i've got the smog
problem taken care of

There was a discussion on high-flow cats awhile ago, i think the only one that registered significantly higher emissions-wise was the N-Tech cat. Intake shouldn't hurt emissions at all as far as I know. With respect to the carb, did you mean new stock carb, or a bigger one? If the carb is bigger, i'd imagine that HC would probably go up a bit-- it seems that the bigger carbs are harder to keep in tune sometimes.
