I may over explain this, but bear with me...
I had to buy a new master cylinder for my '82. After finally getting it in, I bled the master, then proceeded to bleed the rear right first, then the right front, and finally the left front (driver's seat position). The rear bled straight away, my friend said he could tell as soon as I released the pressure from the bleed nipple, but, neither front brake realease the pressure. I might also add, you can spin the left rear drum, but not the right, and both front rotors spin freely, even after the brake pedal is depressed.
Here's my thought...
I replaced the master, which leads into the proportion valve; might the proportion valve be messed up?

rebleed the entire system until only clean fluid comes out of each bleeder. ensure there are no air bubbles at all, only steady even pressure. did you bench bleed the new master cylinder? this is a must.

THis is what I do with new master cyl. Pressure bleed from the fluid filler opening. You can do it with a kit or an old bike inner tube and a pump. open up the wheel cyl bleeder farthest away, Wipe off the filler opening, place lips over. blow that darn brake fluid into the master and all the air out. I'll probably die of cancer when Im 87. SC

At the advice of my neighbor (everyone in the family is a car guru), I opened up both front bleed screws (first right, then left) then started mashing on the brake till I heard the fluid hitting the floor. There must have been a lot of air in the line from the years setting, when I opened them up all the way, I pushed the pedal down 5 times for the right and 3 for the left before I had heard the fluid hitting the floor. Once I knew there was fluid going through, I grabbed the neighbor's wife (cuz he's at the lake) and had her pump the brake pedal as I went through the whole bleed extravaganza again....rear, f right, f left. Yeah, that was the ticket.
