Quick rule of thumb, Voltmeter means very little inleess there is a load put on it (lights starter motor etc.) It shouldn't drasticly move. Usualy if your lights are bright your battaries are fine.
As to your signal light problem, there is probably a ground fault with one of the relays. Not a big problem though.

Well the battery is new, starter, new, alt new 60amp. My friends car does this to, w/ new battery and everything so i guess its just a lil heart beat that they have when its doing that or like someone said theres a ground problem.
hey T.J. when its running and ur signaling pull ur E-brake does it kinda flash or go dim as well?
I was thinking something to do with the voltage regulator?

My se does the same thing. The volt meter needle travels within one volt either way when my turn signal is on. In my car anyway, the volt meter needle sometimes rests on 14volt at idle or running, other times, it rests on around 13volt at idle or running. All my electrical components work. Who knows?? If it is not broken, don't screw with it.
