Anyone actually seen the Slosh Cup?

Anyone actually seen the Slosh Cup?

Once the level of the fuel gets low, how does fuel go from the tank into the slosh cup? Are there holes in the bottom? I ask because I'm having fuel problems after recently sealing my tank. Since I only added a little over 2gallons, I suspect fuel may not be getting into the cup.

The slosh cup doesn't have any holes or other provision for fuel to enter. Add more fuel.
