You wanna put a 100HP 1st gen engine into a 160HP 2nd gen chassis?

You can do anything with anything, if you put your mind and wallet into it.
If your asking about putting an 83 engine into the 90 chassis....then sure,it can be done.Itll be a fair amount of work to get it mounted and running, and itll be slower than ****,but it can be done.

If you are planning on rebuilding the 90's engine and installing it into the 83,then yea, that can be done too.The 89-92 N/A engines are a hoot and have a factory 8000RPM redline. The 89-92 turbo engines are equally fun and make a very tweakable 200HP when stock. For info on the subject of S5 (89-92) engine swaps, please do some searches.....theres lots of info on the subject.
