81 Cat replacement question

Ok here is the deal:

I have an 81 GSL - ratsnest - airpump - cat - nikki + cat replacement pipe + dellorto side drafts.

I would like to make her "inspection" legal (for TX) in the emissions category, but from what I have read I in other posts am pretty much SOL without an air pump when it comes to adding a cat. and passing emissions, is this the case or am I slightly misguided?
