I have a 80 right hand drive. Want the -SE center console look. Can a shop cut my dash and convert it? then they can re-vinyl dash in new vinyl.

What do you guys think?

Either swap out the whole dash (it comes out in one piece if you include the sub-frame), OR

just make your own custom center console out of aluminum or something.

 

can't swap dash because japan never made that style like the 84-85 dash. I think U.S. only.

 

If you're going to go to that extream doing a compete custom dash would probably be your best bet.

ALL LHD had that style dash from 84 on. The RHD never got one.
I have a 84 12A (no 13B 1st gens in Europe! At least not factory imported ) with that dash. It'd be a serious piece of work to put into a earlier car, though. Especially a 79-80... Needs all the wireloom etc... Has been done, though.
Now, for your RHD I'd suggest a custom dash would be possible, maybe using the cluster (=> +wireloom) from a SE.
