Question 4.5k idle!!

I'm a TII guy, but ran across a guy down the road from my father that had 2 1st Gen's sitting outside today. He was working on his 85 (I believe) that he dropped a 13B into before it got cold. Anyway, I stopped in to talk to him & his car is idling at 4-5k. It appears to have the throttle linkage completely removed, intake tract intact. Starts right up, but shoots to 4k, then slowly up to 4.5-5k. I pulled the intake right before the TB to see if the plates were stuck open. They appear to be closed. I'm at a loss. Thought timing, but 4.5k?? He's not very mechanically inclined, but is all for diving into the learning process. I guess I get to learn about 1st gen's now, too. I just downloaded the 85 FSM & I'll look through it, but I need some direction here. Any help is appreciated.

Will do. What is it called? I'm glancing over the FSM & haven't run across ay colors yet. I've got the 87 FSM nearly memorized, but this is the first tme I've checked out the 85. Seems to be ordered the same, going over section 4B now. Thanks for the help.
