1st Gen WIRING GURUS, Need your help.

My car had a TII swap done before, I pulled everything apart and now I'm putting everything back together. I came across a wire in the engine bay that's just sitting there. I forgot where it came from, not sure if it needs to be grounded or supplied with 12V.

I traced the wire down to the back of the Ignition Switch on the steering Column. Looking at the back of the switch, it's the thick black wire with a red stripe.

Does anyone know what this should go to ?

Also, I tried reading the wiring diagram for this car but that's like japanese to me. I can't understand that nonsense
