GA 1984 GS FB Highbeams

When headlights are on in normal position they are in highbeam, push the stalk forward and the go off, pull it backwards and they are in low beam, is this a relay? If so where is it located and what does it look like?

The headlights do not have relays. It's all controlled from the stalk. Get the factory service manual here and take a look at the wiring diagram section.

To be very clear, the correct method of operation is that pulling the stalk TOWARD you results in momentary high beams, like flash-to-pass. The normal position is normal headlights, and pushing the stalk AWAY from you clicks into a forward position with brights on solidly. Pulling the stalk TOWARD you from this forward position clicks into the normal headlight position. Is that what you're describing?

Pulling the stalk towards you, like flash to pass seems like it is low beams, normal position seems like high beams, and pushing forward = no headlights.

Your stalk switches are dirty, and/or contaminated. You could also have continuity problems in the wiring which would contribute to that behavior. A workaround is to use an aftermarket (aka Black Dragon) wiring harness with relays, but even that requires proper operation of the stalk to function correctly. This offloads the heavy current from the stalk directly to relays near the battery, and gives much brighter lighting and less problems with stalk controllers.
