Question Where to start? 20 years+ sitting

I got an SA22C from a guy and the car has been sitting for well over 20 years, last registered in 90' and never touched since.
The interior is a mess, so right now I'm cleaning that out, and I saw there was a thread on bringing them back to life, so I thought I'd follow that.

HOWEVER,
Some of the wiring in the engine bay looks to be chewed up by rats, I'm not very experienced with cars besides working on my FD occasionally, I don't have a garage for it just yet, and I don't have say, an engine hoist outside for it. I live in an apartment complex so the work I can do is somewhat minimal.

I tried turning the pully to see if it would move (though I'm not entirely sure which one I was supposed to be turning, I tried all of them) none of them moved, so I assume carbon lock and it needs ATF. Once I do that and change all the fluids though, would it even start with some wiring missing?

The yellow wire is completely disconnected from wherever it was supposed to be, and the wires in the other circle are all in a pretty bad place.

- The damaged wiring is on the drivers side of the engine bay, and I'm not exactly sure what it's used for.

Is it even realistic to be able to get this thing back up and running? Thanks in advance.

Check out and download the appropriate manuals from here: http://rx7.foxed.ca These will help you identify components and provide wiring diagrams. Not sure where that yellow wire is coming from but that multi pin connector looks to go to the external voltage regulator (largest of the 4 rectangular components bolted on the inner fender there. The main pulley at the bottom center of the engine is the eccentric shaft (same as the crankshaft in a piston engine) this is the one connected to the rotors / rotating assembly and the one you should be trying to free up.

You have multiple issues here. Ones that will require a certain amount of general knowledge, tools and experience to fix and overcome one by one.

Don't assume carbon lock. It could be just wee bit stubborn from sitting. Hopefully its not got water in it. Is it a 79 (hood prop on the right) or an 80 (hood prop on the right). 79s had points and external voltage regulator and 80s had modern alternator with voltage regulator internal to the alternator and electrinic ignition (no points). You really will need a garage to fully sort this thing but if you get lucky you may get it running. Hows strict are they in Japan for inspections for licensing and so forth?

Thanks, I got the manuals, this will help a bit more. Thanks for the other info too! I've got all the tools but a hoist so hopefully I can get there bit by bit.

It's a 79, it could have water in it no idea. I really only have weekends to work on it at the moment. Points and external voltage regulators? I'll have to look into this, not specifically sure what "points" are.
I mean, I do have a garage, but I won't be able to move it until I get new wheels on it again. I say I don't really have a garage because my FD is sitting in it, and that is something I really do not want stolen.
Japan is super strict for inspections, but you can weasel your way through a lot of stuff, such as by spraying the undercarriage to clean up all leaks temporarily, and throwing a silencer on the exhaust for a bit. Throw different wheels on for inspection, it's pretty easy to sneak through it.

Thanks for the help! Still in the cleaning process, this thing is dirty as hell, has a rat's nest inside the glovebox, hopefully not another rats nest in the airbox or the actual rats nest. Rat **** literally everywhere. This poor car.
