Surging

85 GSL SE when it is put in gear with clutch pushed in motor will start to surge up and down in rpm's at idle and if you hold throttle constant at any rpm it will surge. Any ideas?

First guesses would be TPS or or fuel pressure regulator. Not an SE guys so only guesses.

So does it need cleaned up oiled up adjusted or replaced?
