Hazard / Flasher Circuit Short

1985 Rx7 GSL.

I have a short on the 15A circuit that feeds the turn signals and hazards. When I turn the ignition key to the on position the 15A hazard / flasher fuse blows.

Prior to this condition when I indicated a turn or turned on the flashers the appropriate lights around the exterior would work, but the indicators in the instrument cluster did not illuminate flash indicating turn or hazard.

I've removed all the bulbs. I've removed the turn signal combination switch, the hazard / headlight cluster switch, and disconnected the instrument cluster.

The fuse still blows.

Not sure what my next step should be..

Thoughts?
