Assembly of FB Seat

How do I get this seat mechanism to adjust so I can thread the retaining bolt into the seat bottom?

as the seat lays in the pic, push the lever down toward the seat back and push the arm away from the seat back. think as it reclining the seat all the way back.

...but where is the leverage point? How do I hold the back secure and make the mechanism function at the same time?

From what I can tell the handle has been pulled, as if the back is fully forward (toward the steering wheel).

I've tried for an hour to move the handle up, down, in, out to clear the gear...nothing. There has got to be some step I'm missing.

Might be easier to put the seatback on the floor, sit on it, and then push the lever and bracket down so more of your body weight be used.
