1983 12A Carberator Upgrade

Hello, I am super new to this forum and I am sure this has been discussed alot, but can't find any newer threads of people with similar conditions.
I just bought an 83 rx7 12A with a Holley 4 barrel carburetor,

465 CFM CLASSIC HOLLEY 1848-2R

Since I got her she boggs when you step on the gas, and again at 2500 to 3000 rpms in all gears. I have:
changed plugs
Changed distributor
Adjusted idle mixing with a vacuum meter
Checked fuel pressure (5-6 psi)
Swapped out secondary vacuum springs to both losser and stiffer.
Has anyone had luck tuning this to run smoothe? I hope someone can help me out, I am ready to find a stock setup and put that back in the car. Any info would be appreciated.

the cam on the throttle shaft that works the accelerator pump may be worn down, not allowing for enough fuel shot.

Maybe it's something even simpler - like the fuel filter?

Seen a few posts on here that did turn out to be the problem for leaning out right around that 2-3k rpm range

Always check your fuel filter, a clogged one will bog you out at higher rpm's,
