Press on the gas, rev past 4500 RPM... presto! both turbos are running at the same time. 
But if you want both running all the time, look for the many threads about "non-sequential" operation. Be aware that it is noisy and reduces power at low RPM, too.

it isnt to noisy >< lol i have it and yes, i blow out ear drums with striaght 3inch exhuast
