Can't boost past 8psi

Alright well after putting quite a few mods on my car it was starting to creep. so I went ahead and installed my greddy profec b spec II. Since the install I haven't been able to boost past 8psi. I'm sure I installed it right and it's getting the right readings (showing same pressure as my defi d boost gauge). I've also tried pretty much every different setting I could find on this forum for the boost controller and somehow can't get it to go above 8 psi (8.7 is my highest peak so far).

The settings seem to affect the boost in every other way except allow it to hit 10psi or more. for instance with some settings the boost will hit 8si then slowly drop down after 5500rpm and not pick up till I shift again, or will take longer to spool up. So the settings are affecting the boost pattern, but for some reason I can't seem to get it above 8psi no matter what I change. It's frustrating me to the extreme, especially after seeing some of the settings on here and thinking they'd work then it not working at all.

Any ideas? And yes I've done all kinds of searches, read all the materials that came with the profec b aswell as the guides on here.

maybe a solenoid isnt working properly because 8psi is what the stock wastegates are at, so something is wrong. but i could be wrong

Figured it out, I didn't even notice that there was a pill in the hose I replaced and threw out. Thanks to memphisraines82 for catching it and helping me switch to the version 2 mod. works great now, pulls like a beast.
