my buddy refused to pop his hoos of an s13 cuz he had an sr20, he asked the cop what the other option was and he said
"Jail'' so my buddy got out and went to jail, we later went to het his car from the side of the road, he only went for one night but he got to keep his car

We were hoping that the exemptions would get up to 1979, then the first year 1st gens would have been exempted Didn't happen.

Don't daily drive a polluter. The emissions laws are there for a reason. Though it is arguable how big of impact cars have on the environment, it's obvious that any rotary operating without any emissions is dumping more crap into the air then say a stock Honda Civic.
Daily something legal, save your non-emissions for track/weekends. This will help you avoid all the hassle with the police. DCrosby already explained how to go about doing that. 5k miles per year is very lenient. I've only used my Rx7 as a weekend car, and I haven't even put enough miles in it for the first oil change. I've had this car since last July. I doubt I'll put too much miles on it until then. Plus, insurance is cheaper for these type of cars.
I'm going to register my Rx7 this way the next time it needs to be registered(last time the car was bone stock and passed smog). You could probably go the same route with your 20B setup.
Every time I drive my Rx7 around now, I'm scared of getting pulled over by a cop for either my missing front plate or loud exhaust then for them to discover that I have absolutely no emissions. I'm not sure what the status on state-ref system is anymore, but I'm sure under Obama's new regime, it's going to be reinstated and maybe it'll be even stricter.
