turn signals

need some help guys.

i have an 88 t2 and i am not getting turn signals. all the wiring looks good i have 2 bran new bulbs in. the flasher box on the driverside is clicking on and off like it should. i dont know if ther should be a plug plugged in because i cant seem to find it but at the top of the flasher box there is an spot for a plug but nothings plugged in and i cant find a dangling plug under the dash.

we have a 91 and on that one it has all the plugs plugged into every spot. anyone shed some light for me. cant drive the car with no turn signals.
